Numerous government agencies and organizations at the county, state and national levels have information, resources and programs to assist you.  To help you quickly identify the assistance materials that best suit your needs, a brief description of each program is provided:

Recycling and Waste Prevention resources are available from the City's Recycling Office (you’re already here at our website), the Big Island's Recycle Hawaii organization (for those of you on that island) and the Environmental Protection Agency's (EPA) Waste Wi$e program.

C&D Recycling and Waste Prevention resources are available from a cooperative task force comprised of government and industry leaders including the State's Clean Hawaii Center, the Green House Hawaii Project and the Environmental Building Coalition of Hawaii (EBCoH).

Buy Recycled resources are available from the State's Clean Hawaii Center, the National Recycling Coalition's Buy Recycled Business Alliance, the Recycled Products Guide, and the Harris Directory of Recycled-Content and Pollution Preventing Materials for Home, Office and Garden.

Hazardous Waste Minimization resources are available from the State Department of Health, Solid & Hazardous Waste Branch.

Waste Exchange options are managed through HIMEX, Hawaii Materials Exchange, coordinated by the State Office of Solid Waste Management, the Maui Recycling Group, the County of Maui and the EPA.

Permitting, Regulatory & Technical Assistance is provided by the State's Office of Solid Waste Management.

Directory includes the complete names, addresses and telephone numbers of all of the resource agencies and organizations.

C & D Recycling & Waste Prevention

Opportunities for recycling construction and demolition (C&D) materials are evolving in Hawaii through the efforts of a cooperative task force comprised of government and industry leaders. For more information contact the participating organizations listed below.

The Clean Hawaii Center (CHC) has been working closely with the Department of Health's Office of Solid Waste Management and the building industry to co-sponsor a series of workshops, developmental forum sessions and publications to promote industry and public sector awareness of the issues related to minimizing C&D waste.

The Green House Hawaii Project Team is a diverse group of architects, artists, builders, suppliers, and representatives from the State of Hawaii and the City & County of Honolulu committed to promoting an awareness of building products and design principles to minimize waste and conserve resources. The project has several phases which include: an exhibit of environmentally responsible products and principles, kitchen, bath and office modules with full-scale applications of the products, a Hawaii Advanced Building Technologies Training Program; energy-efficient building guidelines; and a model demonstration home project.

Environmental Building Coalition of Hawaii (EBCoH): 955-8341

EBCoH is a research and educational outreach program administered by the University of Hawaii School of Architecture to promote environmentally supportive building technologies and practices for Hawaii and the Pacific Islands and to create a forum to exchange ideas and information that will assist policy makers, developers, architects, contractors, educators, students and the general public in making balanced, long-range decisions when undertaking construction projects.

State Department of Business, Economic Development & Tourism

Clean Hawaii Center: 587-3802

The Clean Hawaii Center (CHC) promotes recycling, remanufacturing and reuse markets through the development of local end-use businesses, cooperative marketing, cooperative purchasing of recycled products and the Buy Recycled in Hawaii campaign. The CHC provides support to local businesses that process and manufacture products from waste paper, glass, plastics, green waste and construction and demolition materials. Services available include one-on-one counseling relating to business development, financing, product development, demonstration and marketing and workshops for lenders, individuals and associations to provide technical assistance to recycling businesses.

The overall goal of the CHC is to increase recycling and remanufacturing business investment and expansion in Hawaii. Expansion of the local recycling industry is fundamental to the state's ability to divert a significant portion of the 5,000 tons of waste generated in Hawaii each day. In the process, the CHC will bring attention to the added value -- relative to jobs, taxes and other economic indicators -- of the recycling and remanufacturing industries to Hawaii.

Permitting, Regulatory and Technical Assistance

The Office of Solid Waste Management (OSWM) oversees waste and recycling activities statewide and provides information on permitting, federal and state regulations and technical aspects of recycling, composting and general waste management. The OSWM assists local business and government in an effort to achieve the state's recycling and waste reduction goals -- 25% by 1995 and 50% by the year 2000.

OSWM can provide you with information and assistance in the areas of special waste management (oil, contaminated soil, lead-acid batteries, tires, medical waste); solid waste facility permitting and enforcement; recycling and composting facility permitting; pollution prevention; do-it-yourself onsite composting.

The following publications and resources are available from OSWM:

On-Farm Composting Handbook - covers the how-to's of small scale composting. It is an excellent reference for farmers, landscapers, resorts and large developments. $12.00.

Managing Boat Wastes - provides information to assist Hawaii's recreational boaters in managing wastes.

Disposal Tips for Home Health Care - provides information for proper management of syringes and other medical wastes in the home.

Mobile Backyard Composting Display - freestanding display is available on loan at no charge.

Technical Resource Library - is available to the public, with books, pamphlets, magazine articles and other information on recycling and composting technology and equipment, reviews of successful composting and recycling programs from other states and discussions of health and environmental issues relating to solid waste.

Hazardous Waste Minimization
Hazardous waste minimization is one component of a larger environmental management strategy known as pollution prevention. The goal is to prevent the creation of pollution, rather than attempting to control, treat or dispose of pollution after it is created.

Businesses can benefit from hazardous waste minimization through improved health and performance of workers, lower material and waste costs, reduced regulatory compliance liability, more efficient and higher quality production and public recognition for environmentally sound business practices. To promote effective environmental protection while helping businesses reduce costs, the Department of Health established the Hazardous Waste Minimization Project.
